In-game report function + Rules Board#91

Not all Flicker players are in the Discord. Not all Flicker players check the description where there’s the list of rules. Not all Flicker players are aware that they can actually get offenders booted out.

Making a way to report players in-game would help significantly, and it would also help players know what to do when they do see a cheating player. A report function also could theoretically act as a preventative measure; if someone thinks there’s good odds they’ll get booted for cheating or griefing, then they’re probably less likely to do either.

Giving a rules board or something similar would also add to this, so players actually know what to look out for, and would also know what template or what information they should gather before submitting a report.

Irrelevant but still an idea to expand on the report function: give each game of Flicker a certain code which can be used in a submitted report so staff can look at the game’s logs or something?
