Allow the scout to read notes passed by anyone even if they were passed successfully, I feel like this fits the role of a “scout” as it acts as an additional source of information for the evil team without impacting too much on already existing design choices.

Not too strong of an addition, its fine. Mostly going to be useless though in your avg game. Probably not as useful in those strong more experienced games either. All in all, too easily countered to be a stand alone buff.

I would disagree with candy, this would be quite strong in more experienced games especially when something like spy can bait a murderers attack if nobody is confirmed by asking someone to claim a strong role like medic. Scout would of course have a chance to feed this information back into the murderer.
Scout would also be relatively strong in assassin games or games where the dark pyschic finds the murderer quickly as this can link up the evil team, in some circumstances this could be very strong.
Its not particularly easy to counter as the good team will always have to be careful even in notes because there could be a scout in the game.
Well you counter by banning notes, if a note drops you get voted. Notes only help Evil. Good has no real reason to use notes especially in a Scout game with this buff. Its team will be Merced. Just an issue with notes overall too. Definitely the best strategy. Just not adapted because good luck.
Notes absolutely help good team too, if a medic doesnt want to reveal to the lobby and only the target they saved (lets say the person they saved was a detective) this reduces liklehood of them getting pushed and being forced to reveal.
Banning notes altogether as a good team will hurt the good team as well especially when there’s no way of confirming if there’s a scout in the game, besides the scout still has to contact the murderer to relay this information possibly getting them outed in the process.
Good is at such an advantage they win Double th amount of games as Evil does at 14 players. (I don’t have the 15 players statistics) Good even if beneficial has no reason to use notes when they can just eliminate Evils whole point of communication. Once that happens it’s ggs. This whole strategy at the higher level just makes this buff neigh useless. Sure Evil can risk notes but like yikes. All in all Good doesn’t NEED notes to succeed Evil does. Eliminating that possibility Eliminates Evil. Especially when Murderer gets affected the worst by this.
Again I think it’s a fine addition, it just won’t do much.
